Officers were called at 10:15 to reports a car had collided with a lamppost on the roundabout at the Painshill junction.
They arrested him on suspicion of drink driving and they closed the roundabout and the A3 southbound below.
This was so the damaged lamppost and car could be removed.
There are no reports of any injuries.
