A Low Traffic Neighbourhood banning motor vehicles was implemented in Tolworth Road in December 2021.
But those living in nearby roads say the move only increased traffic in their streets and some restrictions were lifted.
The bollards have now been removed and the latest “no left hand turn” will remain in place for 6 months for consultation.
