The authority will be investing £20million in the project at Diamond Jubilee Gardens which includes housing, offices, shops and a café.
However, an inquiry into the acquisition of the land for the scheme needs to take place before building work can begin.
The council had to seek a compulsory purchase order as part of the land is leased by The Twickenham Riverside Trust.
