Epsom MP Chris Grayling confirmed the news earlier.
The gate would have been situated outside the Neopolitan Kitchen, meaning no traffic except buses and emergency vehicles could pass through.
Residents had complained the move would have killed off business in the town.
Mr Grayling has asked Surrey County Council to consider redesigning the high street instead to help with traffic calming.
