A public consultation took place earlier this year to see whether residents wanted the event back in the county after next year.
The decision was due to be discussed in April but the Coronavirus Pandemic means it’s been put on hold.
Surrey County Council says it is still committed to holding the 2021 race as planned, but changes will need to be made.
