It’s thought there are thousands of eligible residents yet to apply, and only a year left to do so.
Older and vulnerable citizens who have put down family roots in the borough are being encouraged to apply now.
The Council is appealing to employers, the voluntary sector, schools and colleges to help raise awareness of the scheme.
