The Esher and Walton MP Dominic Raab has made the announcement in the House of Commons:
It comes after Beijing imposed a controversial national security law on the former British colony, introducing new crimes with severe penalties.
China has accused the UK of "meddling" in its affairs.
Mr Raab says the UK Government "will always protect our vital interests."
