The Council says it is aiming to make the borough greener post-Covid and has launched a new “Smart Growth Recovery Plan.”
Town hall bosses say potentially, the one-way system could be removed, freeing up space for walking, cycling and housing.
The plans, discussed with Historic England, would be put out to public consultation.
