Spelthorne Borough Council's has had its application for Victory Close validated by the Local Planning Authority.
The authority says the development will be the first of its kind for the borough, and key workers will have priority access.
The plans include 5 family homes, 8 three-bedroom family flats, 78 two-bedroom flats and 36 one-bedroom flats.
