Spelthorne Council has been granted a final injunction against a fencing company.
The case against Heathrow Fencing Ltd has been ongoing since 2014.
It began when the council advised the company it was operating without planning permission on lane in Stanwell.
Two enforcement notices followed before the authority took its case to the High Court.
