Alan Lavender pleaded guilty to an order served by the authority after officers saw the condition of his rental property.
The unit at Burnt Oak Farm was in such a state that it posed a significant risk to his tenants.
He was given a two-year conditional discharge, ordered to pay £500 in legal costs and the property has been closed.
