The council’s new leader, Hamida Ali, has apologised for financial mismanagement which has left the council 1.5 billion pounds in debt.
The report, drawn up by the council auditors, Grant Thornton, accused the borough’s leadership team of corporate blindness.
Councillor Ali, who became leader less than a week ago, has promised a new culture and said an action plan would be tabled.
