The man due to take over from current council leader Stephen Alambritis has written to all London MPs.
Mark Allison is urging them to raise the issue in Parliament to put pressure on ministers for more funding.
He says the response to the pandemic has come at huge financial cost, with councils in London alone facing a £1.4 billion funding gap.
