A transport minister made the statement while responding to a question by Richmond Park MP Sarah Olney.
Chris Heaton-Harris says the release is being staggered to prevent repairers being overwhelmed.
He also called the first release a “small pilot” to allow the department to monitor the scheme’s impact and adapt it as necessary.
