Half of the properties had been sub-let by their tenants to other people in return for cash; one tenant had moved on to Dubai.
Other cases involved relatives falsely claiming “succession” rights on properties after the tenant had passed away.
The authority says the result of the investigation will save tax-payers £2 million a year.
