Monday is the fourth anniversary of the tragedy, in which seven died and 61 were injured.
It was ruled that the Croydon Council chamber was too small
to allow for social distancing.
At a pre-inquest hearing, the driver was considered too ill
to give evidence.
The Crown Prosecution Service said last year that he
wouldn’t face any charges.
