Police in Walton say some are refusing food and drink and only want cash, and information suggests an organised criminal gang could be in the borough.
Elmbridge commander Bert Dean says there is a “real desire amongst the community to help the most vulnerable”.
However, he adds that “there are some who are prepared to exploit the kindness of the passing public”.
