The boss of Heathrow Airport says a plan to test arrivals into England and Scotland should only be temporary and will mean very few people will travel

Those coming from abroad will need to show a negative result from within 72 hours of departure and will still have to quarantine afterwards.

If they don't, they'll be fined £500.
