65 year old Sally Challen killed her husband with a hammer in 2010 in Claygate following years of coercive control.
Her defence layer Clare Wade QC is now being asked to carry out an independent review by the government to see if there should be reforms.
It comes after questions were raised about the length of imprisonment for offences committed with a weapon.
Ms Wade is set out recommendations to the justice secretary after reviewing more than 100 cases.
