Rail firm Govia has been given a penalty of £23.5m over a serious breach of the company’s franchise agreement

It was stripped of its Southeastern contract after concealing more than £25m of funding which should have been returned to the taxpayer.

Govia still runs four train services across an area stretching from Southampton to King's Lynn.
