It will be distributed by Action Surrey, an energy efficiency advice service set up in partnership with all of the county’s councils.
The money will be used to help low-income households, living in hard-to-heat homes.
Grants between £10,000 and £25,000 can be applied for to improve insulation and install renewable technology.
