The rider, who it’s claimed was using a SatNav, was stopped between the junctions for the M25 and Gatwick airport at around 5.30.
Officers found them in the dark and rain in lane 4 and the battery for the e-scooter had also run out of charge.
The scooter was seized and the rider was taken off of the motorway.
