The initial run started in November in Southfields, and has handed out food bins to 2,300 households.
A report says that processing the waste in this form costs around £17 per tonne, as opposed to £160 per tonne otherwise.
The proposals will be debated in November, with the decisions being made to inform the recycling contract being made in 2024.
