More than 10,000 people signed a petition calling for the document to be scrapped.
It included provisions for 4,500 homes over 10 years; 5 out of the 9 sites put forward for redevelopment were greenbelt land.
It’s unknown how long the pause will be, although local elections will take place on the 4th of May.
