Beauty spots like Happy Valley and Farthing Downs in Coulsdon would be considered as AONBs.
They are popular for their rich wildlife and countryside walks and are already protected as Sites of Special Scientific Interest.
The consultation by Natural England was launched on March 7 and will close on June 13.
