The 96-bedroom complex in Church Street would include some specialist care for people with dementia.
It would also feature lawns for croquet and bowls, and an underground car park.
The proposal has been criticised by Epsom’s Civic Society.
They’re worried about what they call a proliferation of specialist elderly accommodation which could affect the vitality of the town centre.
