The gang - who're in their 60s and 70s - supplied documents to smugglers and traffickers.
They paid people who looked similar to their clients for old passports, which they then renewed with photos of on-the-run criminals.
One of the men, Alan Thompson from Sutton, and charged up to £20,000 a time for this service.
Craig Turner from the National Crime Agency says the resulting papers were a 'golden ticket'.
