Richmond Council is condemning a government consultation on proposed changes to building use
The proposals would allow shops, cafes and restaurants to be converted into homes without a formal planning application. They would also allow for the fast tracking of “public service” buildings like libraries into schools, hospitals and prisons. Richmond says the changes could mean the disappearance of available high street premises which will be critical post-Covid. Meanwhile, coronavirus restrictions, and the loss of foreign workers, has apparently damaged the chances of the government hitting its house-building target.
The Resolution Foundation says fewer than 100,000 homes were constructed during the first nine months last year.
Boris Johnson's pledged to build a million more over the next five years.
