Richmond Council says the group, which has around 20 caravans, is not willing to leave.
The authority now has to go through a legal process to obtain and enforce a Possession Order which could take a number of days.
A High Court order earlier this year denied the Council’s request to extend a previous expedited injunction process.
This means it has to go via the courts each time.
