Reginald Brenton, of no fixed address, repeatedly went to hospital, falsely claiming to be unwell, then would be disruptive when asked to leave.
He would also block roads by lying in the middle of them, costing police around £28,000.
He now can’t contact emergency services unless it’s a genuine emergency, or go to hospital except in specific circumstances.
