Lisa Townsend says working patterns have changed during Covid and the two other options should be looked at.
These are redeveloping the current site at Mount Browne or making the move to Leatherhead more cost effective.
Ms Townsend says the £20 million already invested in the site in Leatherhead, would be recouped.
