Officers were called to Portsmouth Road, close to Giggs Hill Road on Tueday morning at around 5.40.
The cyclist was taken to hospital with serious but not life-threatening injuries.
The driver of the vehicle involved, believed to be a small silver hatchback failed to stop at the scene.
