Both pump houses will be merged into a single building with a UV filtration system, new pipework, pool liner and electrical substation.
An initial programme of works to deal with subsidence issues was approved last year at a cost of £867,000.
But further inspections revealed the need for a more comprehensive package of works at a cost of £2.1 million.
