There are calls for the government to help smaller brewers by lowering the threshold for a new tax cut
Richmond Park MP Sarah Olney is writing to the Chancellor, saying the 40 litre barrels needed are too big for most independents.
She says upgrading from 30 to 40 litres is a considerable expense.
However the Treasury says the changes means many wines, beers and spirits will be more affordable for consumers.
A HM treasury spokesperson said:
"We are overhauling the UK’s outdated alcohol duty rules to undertake the biggest simplification for over 140 years, replacing old rules to make many wines, beers and spirits more affordable for consumers.
“Added to this, small brewers already get 50% off their duty bills thanks to our Small Brewers Relief scheme, and we’re investing £15m in craft brewing to make this scheme more generous.
“We want draught beer for sale in pubs to qualify for our new relief and are currently analysing responses to our proposals following a consultation with industry.”
