The authority says it has been trying to address the situation since December but the “encampment” has continued to grow.
Items including beds, tents and chairs have been blocking the pathway and there have been reports of threatening behaviour and drug use.
A number of people have been moved into temporary accommodation and an ongoing operation is underway to keep them off the streets.
