The decision on the application to redevelop the Wells Centre in Epsom has been deferred following an online meeting.
Epsom & Ewell borough’s planning committee want to reconsider the overall design and the council are taking their suggestions on board.
The committee’s chair said: ‘Our borough needs to balance the provision of new homes and community facilities with maintaining its unique character.”
