Richmond Council is proposing the idea so that priority parking is given to residents and businesses.
The council is anticipating a higher demand for spaces from non residents around Brentford’s new football stadium off Lionel Road.
A new housing development over Kew Bridge is also expected to increase pressure on parking.
A public consultation has been launched on the matter.
