Tony Newman remained in power by 40 votes to 28.
The bill was put forward by the Tories, who said that the council has run up over £1.5bn of debt and is “on the verge of bankruptcy”.
The authority says it’s been “proactive” by setting up an independent panel and not recruiting further staff.
It’s also calling on the government for more money.
