Heathrow could cut a quarter of its frontline staff, which is around 1,200 jobs.
The airport's failed to reach a deal with trade unions, following talks about pay and conditions with engineers, airside operations employees and security staff.
Sources say up to 4,700 people will now be included in a consultation process.
