Royal Parks has launched a public consultation on the matter; currently car park fees are voluntary.
Richmond Council is already voicing its concern saying the move could increase traffic congestion on nearby roads.
It’s hoped charges would discourage commuters and help raise funds for maintenance.
A cross-party campaign to stop the last proposal for the introduction of charges proved successful in 2010.
