Should the institution not be replaced, the Independent Monitoring Board is suggesting all cells become single occupancy.
It’s criticising the “age, decay and physical limitations of the buildings”, which caused heating and hot water outages.
It also called mental health a “major issue”, with up to 380 prisoners referred to services each month.
