The Independent Reconfiguration Panel gave its approval in a letter to the Secretary of State for Health and Social Care last week.
Under the plans, acute services like A&E and maternity will be relocated from Epsom and St Helier hospitals to the new site.
But campaigners claim the move will result in longer journey times for those suffering acute health problems.
