A verdict of suicide was recorded on Oskar Nash, who died in January 2020.
The hearing was told how Oskar’s mother had repeatedly asked for help but was told her son’s case had been closed.
Coroner Richard Travers said the Surrey team seemed to be more concerned with reducing their witing lists than the needs of the child.
Surrey County Council have offered the family a full and heartfelt apology. They said they were working to ensure better measures were put in place.
