Provisional results for last year show that the annual mean concentration of nitrogen dioxide was 55 micrograms per cubic metre.
This compares with 69 in 2019 and 58 in 2020.
Cleaner buses, access to car clubs and electric vehicle charging points are being credited for the decrease.
