The news follows an inspection from Ofsted in December.
It praised the work of staff and noted many teams across the department had been under extra pressure during the pandemic.
The report also acknowledged areas for improvement, which the Council says it is already addressing.
This included earlier planning practices to help youngsters in the process of leaving care.
