Surrey County Council plans to get 22 children out of residential homes into long term foster placements by 2024.
Joining the Big Fostering Partnership which recruits foster carers will help reduce its children’s placement budget by £5 million.
According to the Local Democracy Reporting service 140 out of 1080 children were in regulated residential placements at the end of last year.
