The daily £12.50 levy on polluting cars is due to be extended to greater London areas, including Richmond and Merton, next year.
Leaked data from this summer’s consultation shows two thirds of respondents oppose the extension, according to The Daily Telegraph.
Councils have also expressed concern that the daily charge will affect the poorest the most who cannot afford to buy a new compliant car.
