The authority had initially forecasted an £800,000 overspend because of the Covid pandemic and global financial crisis.
Councillors say significant Government funding and a quicker recovery from key revenue streams like car parking were key factors.
But the authority says it won’t become complacent moving into next year and will still look to ease financial pressures on its budget.
