Developers want to flatten the three-bedroom home in Acacia Grove and erect a three-storey block in its place.
A previous application submitted to Kingston Council in February was withdrawn following concern from residents.
They say the houses either side of the proposed site were built in the 1870s and the design and impact on the area needs to be considered.
