Marin Angelov was visited seven times by various officials, each time being warned he would need to close.
He was eventually handed a coronavirus fine, which he didn’t pay, then issued a prohibition notice, which he ignored.
Runnymede Council Leader Nick Prescot says “it must have been particularly frustrating for other car washes to see him breaking the rules”.
Angelov is now operating his business legally, although now has a criminal record.
